Amnesty International Warns FIFA of ‘Real and Predictable Human Cost’ of Awarding 2034 World Cup to Saudi Arabia

Tyrone Nelson, December 22, 2024November 15, 2024

Amnesty International has issued a stark warning to FIFA regarding the potential human rights implications of awarding the 2034 FIFA World Cup to Saudi Arabia. The human rights organization has raised serious concerns about the “real and predictable human cost” of the decision, citing Saudi Arabia’s controversial record on human rights and the treatment of marginalized groups.

The Decision and Its Implications

In October 2024, FIFA confirmed that Saudi Arabia would host the 2034 World Cup, following a bidding process that saw the kingdom emerge as the sole candidate after Australia withdrew. The announcement has sparked intense debate, with critics pointing to the human rights situation in Saudi Arabia, particularly issues related to freedom of expression, gender equality, and the treatment of migrant workers.

Amnesty International, which has long documented human rights abuses in the country, warned that the decision could lead to widespread violations, both in the lead-up to and during the tournament. The organization highlighted concerns over the exploitation of migrant workers, who make up the majority of construction labor in the country, as well as restrictions on freedom of speech and assembly.

Human Rights Concerns in Saudi Arabia

Saudi Arabia’s human rights record has been under scrutiny for years. The government has faced widespread criticism for its crackdowns on political dissent, its treatment of women, and its role in the ongoing conflict in Yemen. Amnesty International specifically cited the kingdom’s ongoing repression of activists, journalists, and human rights defenders, many of whom have been jailed for speaking out against the government.

The situation is particularly concerning given the scale of infrastructure development expected in the lead-up to the World Cup. Saudi Arabia has already invested heavily in major construction projects as part of its Vision 2030 initiative, which aims to transform the country into a global hub for tourism, business, and entertainment. However, these projects have been plagued by reports of unsafe working conditions, wage theft, and poor living standards for migrant laborers from countries like India, Pakistan, and Bangladesh.

“By awarding the World Cup to Saudi Arabia, FIFA risks becoming complicit in the human rights abuses that are likely to escalate during the tournament,” said Agnes Callamard, Secretary General of Amnesty International. “FIFA must not ignore the reality of what is happening in Saudi Arabia and the real human cost of hosting the World Cup in a country where basic rights are denied to so many.”

The World Cup’s Impact on Migrant Workers

The treatment of migrant workers in Saudi Arabia has been a focal point of Amnesty’s criticisms. Ahead of major sporting events, including the World Cup, the influx of foreign labor to build stadiums, hotels, and other infrastructure is common. In Saudi Arabia, workers are often subjected to grueling working conditions, including long hours, minimal pay, and unsafe conditions.

Amnesty has documented numerous cases of abuse, including reports of workers being forced to work in extreme heat without proper hydration or safety measures, and cases of unpaid wages that leave workers in precarious positions. With the 2034 World Cup set to see a massive influx of workers for the event’s infrastructure needs, there are concerns that these abuses will intensify, particularly as Saudi Arabia strives to meet the ambitious timelines set for the tournament.

“Saudi Arabia’s treatment of migrant workers has been condemned by numerous human rights organizations,” said Callamard. “The World Cup should be a celebration of sport, not a platform for exploiting vulnerable workers.”

Calls for Accountability

Amnesty International is urging FIFA to take immediate action to ensure that human rights are respected in the build-up to the World Cup. The organization is calling on FIFA to implement strict monitoring and oversight mechanisms to ensure that workers are treated fairly, that freedom of expression is protected, and that all human rights are respected in line with the global governing body’s own human rights policies.

FIFA has faced increasing scrutiny in recent years over its handling of human rights issues related to the World Cup. The 2022 World Cup in Qatar, for example, was marred by concerns over workers’ rights and the treatment of LGBTQ+ individuals. While FIFA did establish some guidelines and monitoring systems in Qatar, Amnesty International argues that the organization has not done enough to hold host countries accountable for their human rights records.

“There must be clear, enforceable commitments from Saudi Arabia to protect workers and ensure that the event does not become a vehicle for further human rights abuses,” Callamard added. “FIFA must not allow the World Cup to become an opportunity for governments to ‘sportswash’ their human rights abuses.”

Saudi Arabia’s Response

In response to the criticism, Saudi officials have sought to emphasize the kingdom’s commitment to improving its image and the country’s modernization efforts, particularly through its Vision 2030 reform plan. The government has made strides in improving the rights of women, such as allowing women to drive and easing restrictions on their participation in public life. However, critics argue that these reforms have been piecemeal and have not gone far enough to address the broader human rights concerns facing the country.

The Saudi government has also worked to enhance its global profile through sports investments, including hosting major events like the LIV Golf tournament and Formula E races. This strategy is widely seen as part of an effort to rebrand the country and shift attention away from its human rights record.

Conclusion

Amnesty International’s warning to FIFA underscores the critical role that global sporting bodies play in addressing human rights issues and ensuring that major events are not used to gloss over serious abuses. As the 2034 World Cup approaches, the pressure will be on FIFA to take meaningful action to ensure that Saudi Arabia’s human rights record is scrutinized and that the tournament does not come at the expense of vulnerable workers or marginalized communities.

With the eyes of the world on Saudi Arabia in 2034, the stakes are high, and the human cost of inaction could be devastating. The question remains whether FIFA will act in the interest of human rights or allow the World Cup to be a platform for countries seeking to mask their ongoing violations.
